These cards were produced c. 1850 by an unknown maker, most probably in Germany. A good guess might be Steinberger in Frankfurt/Main, as there is an 'St' on the Jack of Clubs, and an Imperial eagle on the Jack of Hearts. As Frankfurt was a free city, they used that eagle in their coat of arms.

The cards measure 27 by 18 mm, I have enlarged them in the detail scan, so that you can see something.
