This is half of a printing sheet as shown in the first row. It was probably made in Germany around 1880. There is a second identical set on the sheet below this one.
In the other rows the cards have been separated, but I think they do not have a similar suit-sign in each row. The rows are most probably in the order Clubs, Spades, Hearts and Diamonds, but the Queens have been interchanged: Clubs vs. Diamonds, Spades vs. Hearts. I have guessed that arrangement from another anonymous pack.
I have called them 'Hessian' as I think I have seen similar Jacks in another pack made in some Hessian state but I cannot remember where I have seen it.
