This pack was produced by an unknown maker in Germany, probably around 1820. It is of the 'Roi Dame Val' type characterized by these words on the court cards and the smaller size.
You can note the head on the shield of the King of Clubs. This is the place where in similar packs of this type you can find an indication of the place where the cards were produced. I have no idea what this head might stand for. The only German town I know where cards were made and that has a head in the coat-of-arms is Coburg -- but that head looks completely different.
