These cards were made by Ernst Platesa in Riga. The maker's name is on the Ace of Hearts.
The designs were made in 1923 by Stefans Bercs (1893-1961), who won a competition for new playing-cards. His name is on the King of Hearts, there as 'S. Bertz'.
This is the second pack that has been made in Latvia after the independence after WWI, as people did not really like the first Latvian pack.
The stamp and sign on the Ace of Hearts show that the tax was collected for 'L.S.K.B' ('Latvijas Sarkana Krusta Biedriba', the Latvian Red Cross Company).
