On cards from Estonia, a stamp was used that has to do with the Red Cross organization. I assume that the fees raised went to that organization. It reminds of similar stamps from Latvia, also with a red cross.

This stamp was used in Estonia some time between the World Wars. The text is 'EESTI PUNASE RISTI VÄLJAANNE' (something like 'Estonian Red Cross Act'). (from a scan by Michael Krüger)
