On the Philippines, adhesive bands on the package were used for tax purposes.
They usually came as pairs, one 'ORIGINAL' and one 'DUPLICATE'.
This is an example which was in use from 1939 to c. 1945.
Note the red overprints 'COMMONWEALTH ACT No. 486' in the middle
and 'Value P0.35' at the right border.
